Secondly whatever task they are carrying out on their mobile phone requires some of their attention, therefore their attention isn’t on the road where it should be.

It is illegal to drive whilst using your mobile phone, because of the amount of concentration it requires, and for drivers who have just finished their driving lessons they need all their attention on the road because of their lack of experience.
